steering wheel stuck in UP!

steering wheel stuck in UP!
Help, my steering wheel is stuck in the UP position on my 01 E320. I used to be able to move it up and down and the memory settings would go to that position, but it moved SLOWLY and sounded TIRED.
It will move In and OUT and everything else in the memory settings work. When the wheel moves in and out, it moves quickly to position but, WHEN the wheel moved up and down (before this problem) it moved SLOWLY.
What's up and How do I (not stealer) fix it? Is there a way to get to these parts to check them out??

At my service a few weeks ago I was told my drivers side wing mirror was "moving slowly" and would need to be replaced. Moving slow was a sign the motor was wearing out. I declined the change ($200) as I don't really move it all...and nobody else is allowed to drive my "new" car 
If the slowness was happening for a while maybe this was the warning to get it fixed? I know, I know..."now you tell me".
To look on the bright side, you can let us all know what it would be like to drive an E320 bus!!
In NY, I think you would be allowed to drive in the bus lanes, as well as the HoV lanes, with your steering wheel in this position

Had the adjustable wheel failure in my 05 E Class. It too stuck in the up position and when moving the lever I could hear the motor running. Dealer repaired it and said it was a broken coupling. Took about 45 minutes. That by the way is the only failure of anything I have had in that car since I purchased new in Feb 05.

the steerting colum has plastic cogs that it uses to move the unit up and down... mine have failed in the past and it is a pretty major job as they have to drop the whole unit down to fix.
the issue is caused by pulling on the wheel as you exit and at the same time while it is retracting up into the "up" position.
