I don't know what it's technical term is so I haven't found any info on it anywhere.

What's it's intended purpose and what do you guys actually use it for?

It's for holding something. If you push on the center of the plastic piece it releases and allow you to slide it back. Let go and it locks in place.

In US, it's called a bottle holder. In Europe it is to hold wine and beer bottles. There is a "button" on one end of the strap, push on it and you can move it to make the top open more. For bigger bottles?

Whoops ... I never realized the purpose of that strap either. BTW I never could open it fully and thought it was for sliding in magazines .

Useful for 1.5 liter bottles, the cup holders hold most .75 liter bottles pretty well!

I use it quite a lot and more useful than bottle holders or cup holders in the center console . Sliding mechanism works neatly and I wonder why W222 don't come with these

lot of other mercedes doesn't come with the under seat small compartment as well. Which I freaking love to use.
The new ones doesn't come with the holes/slots for the comfort box. Meaning, if you change your mind after you pickup your vehicle and add that part, you have to get it drilled yourself or go back to the dealer and shell out money for that.

have the front seat pocket for that, and the other one is in the trunk (in a mercedes foldable milk crate).

As Konigstiger's attachments detail, it's quite a procedure to remove the bottle strap, as it is attached from under the carpeting. And it looks like its removal will leave two holes in plain sight.

IMO hardly worth the effort.

By leaving it in place, what problem does it create?

Was wondering this too. Also, who knows if you ever have a passenger who might want to use it? Better to have and not need than need and not have...
