E550 2011 won't start and wipers don't work

My E550 4Matic 2011 with push start, won't start and the wipers aren't working. It drove perfectly last. Didn't drive it for a few days and when I tried to start it I heard a very short noise from, maybe, the starter and nothing else. Took off the push button and used the key to no avail.
I read a bunch of posts about the starter going bad and based on people's symptoms leading to their starters' failures, I assumed it was the culprit. Bought one from eBay and dropped the exhaust to change it, but realized they sent me a starter from a RWD which is the mirror image of the one I needed. Since I had everything down already, I tested my old starter with a jumping box and much to my surprise it works perfect. I installed it back and no change.
Today went to the dealer and bought a new starter relay and a 20A fuse, which didn't change anything.
When I turn the key, the lights come on and everything works except the wipers. Checked all fuses and nothing is blown.
Just scanned the OBDII and got the following.

My advice is work backwards from the starter, checking for power while cranking... it may be a control issue, whether due to drive authorization, key issue, EZS, etc... Do you have a second key to test with? Having Xentry would also be helpful as proper tests of key/EZS can be performed.

Also just because a starter spins with 12V applied (assuming it wasn't installed in the car) doesn't mean its "good". Wife's old Honda failed to start one day... checked for ground = good, checked for power while cranking = good. Took starter out, applied 12V it spun. A new starter fixed the issue. My point is without a load, a bad starter can still appear to work.

For wiper not working.
The hood "closed" switch........... if hood is open you will not be allowed to start/run the wiper. Open as in un-latched and not even needing to raise up hood.
Just another possible cause to remember.

I don't have a second key. The wipers not working is explained by the hood not being latched (Thank you). I went into the hidden menu and checked the Voltage and the Amp and I see a big change in Amp load when I try to start, which makes me think it's sending power. Snowed last night here and it's miserable outside, but as soon as I can, I'll get under the car to actually check for voltage on the start end. I know that the main wire is carrying a load because it shorted for a second (when I put the starter back in I was too tired and hadn't attached the power connectors when I tried to connect the negative on the battery, it definitely had a load). Blew the 20A fuse.. I'm trying to get ahold of the seller to get the correct starter now and install it.

N30/4 associated fuse is f1 (25A) @ front SAM (engine compartment). Have you cleared stored codes, revisit battery.

The only 25A fuse in the front SAM is good. The battery is from last year and has been on the trickle charger for the last few days. Seams good, but don't know how to test it short of going to advance auto.
