Need help asap

It's not currently clear what is disrupting your new rack operation. The rack is self-reliant with an internal steering input shaft sensor.
Many valuable parts were replaced with limited results. Now its time for some troubleshooting.
A full chassis scan should be used to have a better chance at diagnosing this right. If not then you will be up for a Xentry job. Let's see what other modules are acting up...
Needless to say you did check the rack harness-side connections are free of oxidation crusties.
(disconnecting logs faults!)
Did "replacement rack" get coded or just bolted on??
2x racks can't be bad, right?

FYI: This scanner will give a rack communication fault with engine is not running... meaning its a sort of "false fault" caused "operator error" condition.
Run the engine to enable normal RACK functions over CAN + STERRING WHEEL response.
"IGN:ON + ENG:OFF" = Non responding rack - Normally expected!!
Why... this generation of Racks are power hogs that requires high power from engine running ALT, not battery only.

-1- RACK Module reports "implausible Signal"
-- Confirm the ENGINE is RUNNING during the rack evaluations. (NO Batt status involved with rack)
-2 - Read rack live data PID with your Autel:
-- what do you (not) get ?
-3 - What happened to the first rack to initiate errors ?

QUOTE=CaliBenzDriver;9264386]As explained... Rack assist is inactive without ENGINE RUNNING![/QUOTE]

what makes you think you have a fuse problem?
this is showing battery voltage... 12.56V
You do get ALT voltage right?
near 14.5V, true?
These data screens validate rack module is exchanging CAN data, at least some data.
WITH ENGINE RUNNING, Tranny in Park:
does you steering work as it should?
Clear faults and rescan chassis to collect fresh error report
