How to best attach this light to my car?

what i might do. . .
Couple things. I love the coating on your front. I had wondered what that might look like to get it rhino liner'd. If this was me, and this was the location that you want to put the light (which i do think is a good location, i would either hammer out those l shaped brackets to they were flat and then attach to the side of the base, or i would hammer them flat to get the shape and then fab some new brackets and attach to the side of that box. I would put the nut on the inside of the box and use black flat or thin style bolts so the mounting bracket doesnt have to big fat bolts on either side.

You likely can find a slightly longer L bracket if need to reverse the direction of the mount to being under and use it that way - not sure how firm that plate mount is however....
is that Rhino liner or ?

First off, I think the light assembly should not sit directly on top of the license plate holder, ie not touching the holder (vs pics # 8 and 9).
Instead, it should be raised (say, 1cm) above, providing a gap so that the light assembly can be freely rotated up or down to provide the most suitable angle of light to suit various circumstances.
If so, flipping each L-shaped angle to make its mounting hole underneath the assembly might not (or just might) give enough clearance.
Also, flatten the L-shape angles to become an I-shaped one might also be not long enough to raise the light assembly slightly above the license plate holder.
So, the best option is to DIY fabricate a suitable length bracket for screwing onto the side of the license plate holder?

Some options also may exist for a U shaped bracket that could mopunt ot the plate mount - my real concern would be it's rigidity.... LED's are great when solidly mounted but if they bounce the flicker is brutal..... I had to double the thickness of the stainless of my hood mounted Ditch lights on my landcuiser to overcome that...
