Personally, I wouldn't do anything.
Your post did entice me to look at our 2014 base. The wire does have a slight crease about a 1/4 inch from the cap, indicating it may break at some time in the future.
But guess what, when /if it does break, I'll not consider fixing it. (why?).
However, looking at it, it seems to be a complete cap / wire replacement (dealer only $$ - again, why?).

Based on the topic, I thought there were three different questions. What does safety wire have to do with the gas cap? Are you talking about the rubber bit that keeps it from falling on the ground?

I can think of a few ways to describe the plastic "holdem" gas cap strap. Safety wire sounds serious and never would have come to mind :-) Threw me for a loop too.
