It's a coolant recovery tank. I have kept them full on my various vehicles. I'm not sure how MB uses the to manage coolant level. Bone dry would raise questions to me.

So two expansion tanks?
This one is at the right level. Should I add coolant to the other one below the engine cover?
This would be the first car I own with two expansion tanks. The one above is what I’m familiar with.

It's the tank for the intercooler coolant, which is a separate circuit from the engine cooler. If it's dry you should probably have it checked. Have you done any wide-open runs to see if you're suffering from heat soak?

Keep in mind that this system should never get very hot (intake air temperature should be kept to ambient + 20 degrees) so it's not an expansion tank. Unless there's a leak you wouldn't expect the level to drop much. It would be good to see how high your IAT goes under heavy load.
