fuel leak

I have a 84 300sd.After changing the fuel filters the spin type developed a fuel leak at the top bolt.I tighten down the bolt and still leaking. I do not see a copper washer under the bolt, and I don't see on listed on the parts illistration. How tight should that bolt be ? Normally, filters are hand tighten only.Kevin

Are the O rings rubber, and go on the shaft of the bolt?

Ok I'll pick them up. The fuel filter came with 3 copper washers ,no rubber o rings. Should the filter be hand tight like normal or tighten it down with the hex head bolt?

Tighten it with the bolt...but don't crank on it.
