They are all connected, so if one of those fuses goes out, all those mechanisms won't work. Happened to my 98 S420 as well.

Power Mirrors, Seats, Steering Wheel
There is what is known as a comfort control module which is located in the foot well of the right front passenger seat in the sloped area just forward of the level floor. The part number is 1408201426 in my 1997 S420. It is what remembers your settings when you hit the memory button on the front door. These parts can be purchased from eBay or auto dismantlers for about $50 or so and are simple to install. It sounds like the replacement of this module may solve your issues.

i had been working on my 97 s420 for almost 6 months with the same problem and after changing all fuses and related relays I found out that comfort module in the trunk above the battery well, was burnt. Part # 1408100026. Replaced it from junk yard ($15) and every thing has been working well since.
