I had the exact same problem as you with my 2022 S580 (US market). While I subscribed to the Deutsche Telekom data plan back in July, I was never able to get an internet connection on an external device such as an iPhone, tablet or laptop. But, the MBUX browser and TuneIn Radio, included in the Apps Folder of MBUX, both worked just fine. Like you, I was referred to various parties: Mercedes Me, MBUSA, and Deutsche Telekom, each blaming the others for the problem.
I got the problem fixed yesterday at the dealer. My solution was to have an MBUX Operating System "re-flash." I took my car in for a seasonal tire change, and I specifically requested that the re-flash be performed while the car was there. The re-flash takes about 3 hours. My technician was skeptical a re-flash would work because he said that the MBUX Operating System on the vehicle was the latest version. Nonetheless, he went ahead with my request and now my external devices can use the Wi-Fi hotspot for internet access. As an added bonus, the rear tablet that came with the car now also has internet access and there are a number of pre-loaded apps on it that are available to anyone sitting in the back.
The technician also updated the GPS with the latest maps version, since he was unsure that the car was getting the over-the-air updates automatically without the full internet capability of car with the previous MBUX Operating System software.
