Location of the relay is in the passenger-side electrical box, in the engine compartment. It's the electrical box next to the cabin air intake. Look for a tan/brown relay. Once removed (just pull it out), you can easily test the relay with a multimeter, 12v battery, and 4 clip leads. The important contact to test is the NO (normally open) set.
Even if the relay checks out OK, I'd suggest replacing the relay unless your car has less than 40,000 miles. IMHO as an electrical engineer, the relay is sufficient for the task but not robust enough for long-term use in this application. Again, IMHO, this circuit seems to have some residual 'Chrysler' in it relative to the robustness of parts application.
The relay is not special and can be found just about anywhere. The pump is what the pump is, and a special application. I haven't checked yet, but there are probably aftermarket possibilities out there.

Can you hear the pump running? If you have access to a Star DAS unit, you can acutate the pump on/off. That can determine if it is a pump or relay issue, but there are several things that interact to keep that code clear. Mine turned out to be a vacuum line (figured out after replacing everything under the sun).
