How does one check if the ic pump is bad? Or can it only be checked by the shop?

Is there a way of testing for the bad ic pump? Or can it only be done by the dealer?

An AutoEnginuity reader (as well as any similar tool) will display the Intake Air Temperature (IAT). If the IATs are high, odds are the pump is failing or has failed.
