Charcoal Filters in the in air intake - here's why

It is not to keep stuff from going into the engine.
It is to keep gasses from finding their way out. That actually makes sense.
As for the question of additional HP...

This particular sort of "mod" is going to be difficult to test on a dyno because you can't recreate the effects of air hitting your intakes while running a real 100 mph. Some facilities have better fans than others. Some don't have fans at all. To the extent this does provide a performance benefit, your measured gains in the last 1/8th of a 1/4 mile should show it better, imo.

The goal of the charcoal filter is to keep gases escaping the engine when it is shut off. When the engine is shut off there are partially burned and unburned hydrocarbons in the cylinders that can move back up the intake manifold, past the MAF, past the air filter, and into the environment. The charcoal filter absorbs these gases.
The charcoal filters do NOTHING when the car is running except create resistance in the air flow.
