What about the damping frequencies of the OE rubber pulleys? Aren't these crucial to keep the engine running smooth and keep unwanted vibrations out of the motor? There is a reason the OE parts use rubber..

OEM pulleys are plastic not rubber.
I think you are referring to the harmonic balancer. These are idler pulleys. There is no increase in noise with these aluminum ones.
