What finish are they? The lips look dull, is that the picture or do they need polished or cleaned?

The centers are dark grey/charcoal brushed tint and lips and barrels are brushed with clear-coat as I do not like high-polish/chrome.
Notice the car has chrome-delete.
These wheels were recently refinished.

I don't know if it's the pictures or what but the lips look really dull/dirty! I don't know if I could do that. My car is white with chrome trim and it wouldn't match the best...
