Might be a stupid question but did you check for a fuel tank and fuel line for a leak? That is terrible mileage even if you were beating the snot out of it you should get better mpg than that. My fuel mileage goes down when the temp drops (air density) but nothing like what you ate explaining.

It is hard to say what the problem could be but a couple of questions that I think that may help are:
1. Is the check engine light on? Maybe get the car scanned for errors.
2. Do you regularly use the aircon?
3. Do you sit in traffic alot?
If the answer to all these is no then there might be a problem with an 02 sensor, spark plugs etc..
I get 300-350km, sometimes more out of a tank but I don't do alot of city driving. I have done trips where I set cruise control for 150+ kms and get 10.5-11L/100km. This morning I took the C for a drive and got stuck in traffic, and the car averaged just over 20L / 100km because I was in traffic.
Hope this helps a little.

Idling to warm car will kill mileage and driving in the cold short trips as well.
I get about 300 in the city or 200 when I drive in manual mode with lots of downshifts.

I did 460ish kms on my last tank (288mls). I drive the car daily (26mls) mainly highway in C mode unless i decide to do some spirited driving usually on friday ! lol !
But yeah i noticed idling, city traffic kill the mpg quickly. Having a vacuum leak will reduce it as well.

Thanks for all the help.
I guess i should check the gas line for leaks, but again eurocharged found nothing wrong with the car during their inspection.
There is no tune - it is all stock. No check engine light either.
My read out says 27L / 100 KM, which is about 9 MPG. In city driving and no revving / speeding this is much worst than I had expected.

I am in Toronto Canada.. It's been around -20C this week.
I did reset at full tank, end of tank was 27L, I also check the after start read out and it is slightly less, 22-23L/100KM
Most of my drive has been in the city with a bit of highway, not much traffic. I will try to see how it does on a highway stretch.

Is this bad? I've been using Ultra 94 religiously since the day I bought my car cuz this is the highest octane we can get in Canada. LOL

With 94 octane you potentially get a little more performance and with the alcohol lose a little gas mileage. Fair trade off? Depends on how well the 94 burns in our cars and if it reduces knock vs 91 Shell then you will get a slight performance improvement. Not sure what performance you will get in reality.
Our cars can use fuel with up to 10% ethanol so you should be fine using Ultra 94 with no harm to your engine or fuel delivery system.

This would be my first suspect. Also, your tire pressure can affect your mileage as well. A combination of the current temps, bad plugs and low PSI could contribute to you're low numbers.
