W202 Instrument Cluster Failure
I have a 1995 C200 - my LED gauges (outside temp, trip meter, clock) work just fine - my needle gauges ( engine temp, fuel, speedometer & tachometer) sometimes work, sometimes don't & there's a whirring sound which seems to be coming from the cluster when I turn the ignition off - whirring last for 10 - 15 seconds.
Any ideas please.

Every now and then, maybe 1 of 25 starts the gauges will work.
All fuses are fine, I pulled power for 45 minutes, no change. Is it the cluster itself?

Well, I finally got the issue fixed.
The problem was in the cluster itself, not the wiring. I sent the cluster to bb-reman.com and they fixed it. They have seen this failure before. The price was reasonable at $130 which included all new bulbs and return overnight shipping. (Much better than the $1330 for the cluster quoted to me by the MB dealer.)
Note: BB-reman said 2-3 business day turn around time, but that stretched into 6 business days. ymmv.

Instrument cluster failure is sometimes caused from a bad fuel level sending unit. If your fuel gauge is shaking you will need to replace or clean the sending unit. If the problem just started you can try running fuel injector cleaner in an empty tank than re fuel.
