Yes, you can put 18's on a 32, even 19's. 18x8.5/18x9.5 or 19x8.5/19x9.5.
You can buy the whole bi-xenon assembly and change your existing assembly. But you have to change your car's computer setting to "xenon - present". Not many dealerships are willing to reset the computer, make sure your dealership can change the setting for you.
