It not that simple unless he pay for an item on Ebay (with Ebay Id numbers). If you used Paypal to do a private or off Ebay site, then Paypal will not be responsible for anything. If you used Paypal and pay with your credit card, then your credit card will find and refund your money. Both situation has happen to be.
DOHC: If a family emergency has kept him from completing the sale then PLEASE just email me and keep me informed. If you are out of town and cant get to the part then just refund me the money through paypal. I do not hold grudges and in the end all will be cool.
Just let me know...either way it goes.

Yes you can filed a claims and I did filed a claims through paypal but that's what they told me after 30 day they investigated.

Yea, there are always different circumstances with every case. I have found though, after escalating a dispute to a claim, you could call Paypal and speak to a claim specialist. This has helped me resolve a few cases not only in my favor, but in less time also.
In the OP's case, a dispute for 'non-receipt' should not be denied. If the seller does not provide tracking info to paypal, they automatically decide in the buyers favor.
I did talked to a specialist also on this case and they couldn't help me. I pay for a 2004 CL 55 newer version tailights and got the old version taillights.

That sucks. I have a couple questions. What was the exact reason that you used when you opened the dispute? Did you ship the incorrect lights back? Did you have a tracking # if you did? This has happened to me also and I have always received my money back.
I follow the same process of returning the item and I have never had a problem through paypal. As long as you have proof, you're protected.

But did you send the incorrect lights back and have proof of delivery before the case closed?
The guy stop answer my e-mail the moment I send my 1st e-mail asking him why I got the wrong tailights and not the one in the picture. I even have the guy home phone and spoke to him MOM about it. I asked Paypal if i need to sent it back for him to refund my money and they said let them investigated it first. I guess they never got a hold of him either.
I understood what you're saying in general how can I expect a refund without the return parts but that's not the reason for why paypal said they couldn't refund the money. Anyway, I didn't try to resell but give it to the new owner 4 tailights (2 from my original) because I end up bought another newer version tailights for the CL.
I feel kind of bad that I blasted this out now without waiting but I had been wronged before and thought it happened again.
DOHCFIEND was a great seller after all!!!!!!!!!
